Central Valley Project

Challenge: Address controversial elements of the 1992 Central Valley Project Improvement Act (CVPIA), a federal project to restore the San Francisco Bay delta estuary ecosystem. The project involved dedication of 800,000 acre-feet of water to environmental uses; interim renewal of individual CVP water service contracts; and allocation of CVP water to wildlife refuges.

Role: Improve operational flexibility of the CVP by developing and implementing all aspects of a statewide public involvement plan during preparation of the CVPIA programmatic environmental impact statement (PEIS).

Result: Effective public outreach during CVPIA PEIS development and project-specific environmental assessments provided valuable insight into key issues for affected interests and an opportunity for the project team to respond to those issues prior to the publication of associated environmental documents.

 

 

South Access to the Golden Gate Bridge — Doyle Drive

San Francisco County Transportation Authority

Challenge: Gain community acceptance of the best alternative to replace and seismically upgrade Doyle Drive. Located in the Presidio, a valued national park, and adjacent to San Francisco's premier neighborhoods and waterfront, the Doyle Drive replacement requires a sensitive design solution.

Role: Conduct community outreach activities and coordinate dialogue among a 10 plus member public agency committee and a city-wide citizen advisory committee. Provide environmental planning services, including multi-agency coordination, a visual impact assessment, and land use and relocation studies.

Result: The public participation and environmental services provided by CirclePoint informed the public discussion about development of project alternatives, brought together many diverse interests and moved the project forward.

 

 

National Private Fuel Storage
Surface Transportation Board
Nuclear Regulatory Commission

Challenge: Prepare a complete and responsive environmental impact analysis of rail transportation for a controversial high-level nuclear waste storage facility proposed to the Nuclear Regulatory Commission.

Role: Coordinate the environmental review and document preparation for the rail transportation portion of the project among five federal agencies and manage the public comment analysis and response.

Result: Agency consensus on all transportation impact issues in the Draft EIS and all public responses in the Final EIS. The Atomic Safety Licensing Board issued its concurrence and there were no successful challenges to transportation issues in the NRC licensing process.
