Challenge: Building upon strong voter support expressed by passage of Measure A, the project was required to complete a comprehensive environmental review and begin preliminary engineering in record time.

Role: Management of a comprehensive public involvement program including working with four citizen groups, regional agencies, and the cities of Fremont, Milpitas, San Jose, and Santa Clara. CirclePoint also conducted environmental studies for land use and visual issues and produced a state-of-the-art citizens' guide to the Draft EIS/EIR.

Result: Coordinated decision-making between stakeholders and decision-makers, allowing the project to move forward toward detailed engineering and construction.

South Sacramento Corridor Phases 1 & 2
Sacramento Regional Transit District

Challenge: Implement a phased extension of light rail into South Sacramento County.

Role: Inform the public of the project and impacts, gain acceptance on alignment and design, and manage public outreach/participation in compliance with CEQA/NEPA.

Result: Design of an implementable project through assessment and integration of decision-maker, agency, and community member concerns.

BART/Oakland International Airport Connector

Challenge: Bring neighborhood, business, and transportation interests together to define the project and complete the environmental review process.

Role: Prepare technical studies covering socio-economics, environmental justice, community services, and archaeology. Provide comprehensive outreach including scoping, business roundtables, and neighborhood meetings.

Result: An informed and engaged community and a successfully completed environmental review process.
