President/Principal

Background: During 20 years of environmental planning, Scott has prepared more than 100 Environmental Impact Reports, negative declarations, and planning studies for a wide range of projects.

Strengths: He specializes in the integration of sound environmental planning principles with public involvement strategies. Because he is known for his ability to work closely with clients to develop and implement legally defensible environmental documents and approval strategies under tight budget and schedule constraints, Scott has managed many high profile development, transportation, and water projects. He is also an expert in the preparation of visual impact assessments. Scott leads CirclePoint’s Integrated Consulting Services, pulling together our best resources for each and every project

Education: B.S. in Biological Studies from California State University, Chico.

 

 


Charles Gardiner

Principal

Background: Charles brings more than 20 years’ experience integrating communication strategies, project team leadership, and coaching and learning to create successful multi-disciplinary, multi-stakeholder programs and organizational learning and improvement.

Strengths: He combines stakeholder engagement techniques with solid understanding of technical disciplines to facilitate public engagement, coordinate alternatives analyses, and support rapid, effective decision making for water resources, transportation, emergency management, and energy resources projects. His extensive training in conflict mediation, facilitation, and public decision-making techniques helps him find common ground among client objectives, community interests, agency concerns, and technical issues. Charles directs CirclePoint’s eLearning programs, utilizing web based communication products to enhance performance and knowledge for a wide audience.

Education: B.A. in Chemistry and Political Science from the University of North Carolina at Chapel Hill.

 

 


Ben Strumwasser

Principal

Background: Highly skilled in alternative dispute resolution, Ben has more than 16 years’ experience facilitating consensus building with program managers, technical committees, and the public for transportation programs, water resources efforts, and planning studies.

Strengths: Ben specializes in public participation plans; public hearings; workshops and focus groups; organizing and facilitating community forums and scoping meetings; researching and documenting community concerns; managing public participation for transit, transportation, and infrastructure improvements. He also directs CirclePoint’s training programs which are offered to clients to broaden their knowledge base in environmental communications and public involvement. Ben is an active member of the Public Involvement in Transportation Committee for the Transportation Research Board.

Education: M.S. in Political Science from the New School for Social Research in New York; B.A. from the University of California, Santa Barbara in Law and Society.

 

 


Mary Bean, AICP
Principal

Background: Mary has 15 years of experience in delivering environmental analysis and projects in both the public and private sectors

Strengths: Her diverse experience makes her a particularly effective strategist for agencies and developers. Her project expertise focuses on land development, transportation, and transit projects, where she combines her knowledge of public agencies with her expertise in California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements.

Education: B.A. in Environmental Studies and Planning from the University of California, Santa Barbara.

Sarah Layton-Wallace
Principal

Background: Sarah has 20 years' experience in strategic communications and public affairs with a focus on publicly-owned infrastructure and emergency management.

Strengths: Her notable credentials include strategic communications, stakeholder involvement, consensus building, program development, public affairs, coalition building, and media relations, with a focus on infrastructure. She is also the editor of the California Infrastructure Brief, a twice-weekly e-newsletter for the public sector that provides news insights about infrastructure projects, policy, and funding.

Education: B.A. in English with a minor in Political Science from Wittenberg University in Springfield, Ohio.

Phyllis Potter, AICP
Principal

Background: Phyllis has over 27 years’ experience managing environmental documents under the California Environmental Quality Act (CEQA), and National Environmental Policy Act (NEPA) including joint environmental impact statements/reports (EIS/EIRs).

Strengths: The focus of her experience has been managing environmental analyses of master development or policy plans encompassing proposed redevelopment, land use planning, transportation planning, and annexation/incorporation actions.

Education: M.A. in Environmental Planning from California State University, Long Beach and B.A. in Fine Arts from Portland State University.
