Project Overview
The Cities of Ceres and Turlock have formed the Stanislaus Regional Water Authority (SRWA), and in cooperation with the Turlock Irrigation District (TID), are working on a multi-benefit Surface Water Supply Project (SWSP) to develop a resilient source of drinking water that will reduce groundwater dependence, improve drinking water quality, and shore up regional drinking water supplies.
Project Objectives
The core goals of the strategic communications plan include: 1) raising awareness about project benefits to Ceres and Turlock residents; 2) facilitating consistent messaging and ongoing public information sharing; and 3) keeping stakeholders informed of project progress during planning and construction using a variety of outreach tools.
Key Accomplishments
Circlepoint developed a public engagement plan and created a schedule of outreach activities based on Technical Advisory Team (TAC) input and Program milestones. Circlepoint has participated in planning meetings with the Program Manager, the SRWA internal TAC, and the project government relations/public affairs consultant (government relations) to ensure that outreach materials are appropriate for use related to their efforts. Collateral materials were created as one of the tools to disseminate the project message points through clear writing and attractive design. The materials included a leave-behind for legislative, technical, and public review and two topical fact sheets providing general information about the project and information on project financing.
Circlepoint also planned and executed a groundbreaking event at the site of the Wet Well adjacent to the Tuolumne River. The event was attended by SRWA board members, project partners, elected officials from Stanislaus County, the cities of Ceres and Turlock, as well as nearby property owners.
Circlepoint worked with the project team to review the existing project brand and lead a strategic rebranding effort. Our team audited existing brand materials, researched the competitive landscape, and led a brand visioning discussion before undertaking the redesign. The resulting brand refresh better communicates SRWA’s values and positions the Authority as a trustworthy and progressive water provider and partner in the community.
Circlepoint is implementing the public outreach plan during the construction of the project. This effort includes development of a new website, launching and maintaining social media accounts (Twitter, Facebook, Instagram) as well as assisting the Cities of Ceres and Turlock with keeping their residents informed.
