Circlepoint has been a key partner in advancing California’s high-speed rail initiative since the early 1990s. From conducting the initial feasibility studies to contributing to the approval of the final project section connecting downtown San Francisco to downtown Los Angeles, we have developed unmatched expertise in high-speed rail projects.
Our contributions include strategic communications and public outreach services for the statewide programmatic environmental study, as well as work on multiple project sections, including:

- Merced to Fresno
- Fresno to Sacramento
- Central Valley Wye
- Palmdale to Burbank
In partnership with the California High-Speed Rail Authority, Circlepoint has led public participation programs and ensured compliance with CEQA, NEPA, Title VI, and Environmental Justice requirements. For certain sections, such as Palmdale to Burbank, we also led the preparation of CEQA/NEPA documentation.
We’ve worked closely with communities along the corridors, keeping them informed about proposed alternatives, addressing concerns, and integrating community feedback into the decision-making process.
